Old-style Workflow Actions in SharePoint 2013 work only with SharePoint 2010 Workflow

I've tried creating the old-style sandboxed workflow action with Visual Studio 2012. The VS still allows me to do everything you used to do. The only problem is the deployment. When the solution is deployed, the actions are available only for SharePoint 2010 Workflow. At this point, I cannot create SharePoint 2013 Workflow with code.
